About David McMinn

David W. McMinn is a Community Response Team (CRT) Detective with the Jacksonville Beach Police Department.  He began his career with the police department in 1999 as a Patrol Officer.  He is currently assigned as a Taskforce Officer with the Drug Enforcement Administration (DEA) Taskforce in Jacksonville.  He has been a DEA Taskforce Officer for eight years and his primary duty is working higher level drug investigations.

Detective McMinn has an Associate in Arts Degree from the Florida Community College of Jacksonville.  He has also attended and received certifications in Firearms Instructor, General Instructor, Basic SWAT Operations, Basic and Advanced Sniper Operations, Sniper Instructor, Reality Based Training Instructor, Active Shooter Instructor, Tactical Rifle Instructor, Heckler & Koch MP5 Armorer, Remington 700 Rifle Armorer, FDLE Narcotics Investigations, DEA Narcotics Investigations, Criminal Patrol Drug Enforcement, Kinesic Interviews, Organized Crime Investigations, Methamphetamine and Clandestine Laboratory Investigations, and Marijuana Grow Investigations.

Detective McMinn has worked as a Field Training Officer for his department and currently assists with Firearms Instruction and Reality Based Training Instruction for his department and with DEA.

Detective McMinn became a member of the SWAT team in 2002.  He has served as an Entry Operator, Sniper, Sniper Team Leader, and SWAT Team Leader.  He has been a lead instructor and evaluator during five Basic SWAT schools sponsored by the Jacksonville Beach Police Department. The Basic SWAT School is a rigorous 65-hour program that has trained hundreds of tactical operators in operations to include building clearing, warrant service, hostage rescue, vehicle takedowns, active shooter response, and tactical pistol and long gun operation.  Graduates of the school have come from at least 14 police and sheriff agencies from Florida, Georgia, Louisiana, and Maine, three federal agencies, and various specialized military units.
